Dear Cox,
I have seen the final version of the Report and will be ready to come and sign it on 16th July. I am sure you will understand that this cannot pre-suppose the concurrence of the Foreign Office in the argument and recommenda- tions, as they will require to consider the matter before forming definite views on the subject.
There are one or two particular points on which I have felt hesitant, but on which the majority opinion is strong and definite. The most important, however, is the practical question of what would constitute a university adequate in range and resources to the broad aims in view, and this is largely a technical matter in which expert opinion must have the ruling voice. Such views as I have on that matter are purely personal ones, and tentative at that. Being in general sympathy with the main trend of argument and the object in view, I feel that I can properly sign the Report, on the understanding that the Foreign Office is not in any way committed by my doing So.
